Q: scrolling in frames allowed?

Hi,

due to the spec of HTML 4.01 no scrolling devices are allowed in frames in
case of attribute "scrolling=no". What about scrolling in frames without
scrollbars, when you are selecting text or other elements by mouse. Current
implementions of Mozilla/Netscape, IE, Opera and Konqueror are scrolling the
contents which does not fit into it's frame as soon as the cursor leaves the
frame (while mouse button pressed down).

Is any scrolling allowed, if attribute "scrolling" is set to "no"?
