Include something like the following after you bring in the Qname Module
and before you bring in the XHTML 1.1 DTD.

  <!ENTITY % frameset.qname "%XHTML.pfx;frameset" >
  <!ENTITY % html.content "( %head.qname;, %frameset.qname; )" >
