A more accurate description of the situation is, like
frames, they have never been part of the preferred version
of any W3C reccommendation.

In general, you will never find out why W3C made a decision,
but target is generally associated with frames and 
undesirable frame-like behaviour (documents that cannot be
specified by a simple URL).  One might argue a case for
allowing target="_top", because it can undo the damage caused
by being framed in.
