XHTML and Visual Basic

The Application Development team has been working on a thin client for an
offender information system at work.  I have been creating all our Internet
and Intranet web pages in XHTML (using Cold Fusion Studio and trying to cope
with using Dreamweaver UltraDev- sheeeeeeeeesh), and have been trying to
convince them of the value of XML and XHTML They are using Visual Basic 7
but the thin client application pages created on the fly with the thin
client application are just in html 4.  Any ideas about how to set it up to
use XHTML without having to hardcode?  I am just not familiar enough with VB
to be technically convincing.  Thanks for any and all help!
