have you seen Frame-based layout via Style Sheets: 
<http://www.w3.org/TR/NOTE-layout>?

note the date. this was when ns and ms were scheming up "absolute 
positioning" instead of implementing css-1. i thought this was an 
interesting proposal, but it failed to attract much support among 
implementors.
