Netscape Form Problem

Does anyone know why when using a netscape form to submit information to
oracle through Oracle PL/SQL, the form is causing the procedure to run
twice?  The form page has two different form elements in the page, form1 and
form 2.. if I run form 1, it runs both form 1 and form2.. if I run form 2 it
runs form 2 twice.... any ideas?
