Probably the same rationale that the XHTML 1.0 Rec (dated about 15 months
ago) still gives the SYSTEM URLs for the DTDs as

	"DTD/xhtml1-strict.dtd"
	"DTD/xhtml1-transitional.dtd"
	"DTD/xhtml1-frameset.dtd"

and says to treat form feeds (&#x000C;) as whitespace when form feeds are
clearly disallowed by XML 1.0. ...
