	I think that is a Netscape restriction, not
	a CSS one.  The real problem is that real 
	browsers don't implement these standards well
	(as mentioned earlier, IE5 needs explicit styles
	for THEAD and TFOOT to even work as intended, and
	I wouldn't expect any support at all from Netscape).
