Open File not in HTML format

I have recently joined the mailing-list.I wish to make
a webpage that have  a hyperlink text to open file not in HTML/HTM
format ( like : XLS (Microsoft Excel Format)),I would like to know if
there is any site or documentation to create such a site. Thank's
