[Moderator Action] Another frames question (sorry)

I've converted my site to XHTML.  I've tried to use the strict dtd, but 
since it doesn't support the target attribute, it looks as though I'm 
stuck with transitional because I have a two pane site.  My left side is 
basically an index, and my right side is the details.  I have seen some 
really hideous uses of frames (as have we all), but short of including 
the index on every page, frames seems like a relatively simple solution.

My question is this...  As I was browsing around the w3 site, I noticed 
that framesets are being phased out.  Someone a while back mentioned a 
way to get the same result using (if I remember correctly) stylesheets 
and xlink?

Does anyone have a quick sample of some method that would give the same 
behavior I've currently got, but without using frames?
