Does a UA look up the DTD and namespace data from a w3.org server? Does
that mean w3.org servers will receive billions of hits per day?
What happens if w3.org server is unavailable (viewing file from disconnected
machine, or localized network outage, for example.) How is caching of DTDs
handled?
