There's no need for it -- just use a graphic converter program.
I don't use Windows, but I've heard names like cshow, lview, and
paintshop pro. Just convert your existing artwork. It's easy.

But this has nothing to do with HTML; it's purely a browser thing.

Or was your question purely historical or rhetorical or something?
