Sounds just like:

2011;NON-BREAKING HYPHEN;Pd;0;ON;<noBreak> 2010;;;;N;;;;;

Usable in HTML 4.0+ as &#x2011; or &#8209; (or directly if your charset  
contains it). No, I don't believe it is a good idea to add new named  
entities at all.
Numeric Unicode references will be displayed correctly by all browsers  
that support Unicode. Named entities will be displayed by browsers that  
support Unicode _and_ know the name.
