ID and NAME

hi,

I have an image rollover. I gave a name to the image with NAME tag ( <img
....   name="up" ...> ). and then when mouse is over the link other
image is shown...
onMouseOver="up.src=up2.src"
But when i submitted to the W3C validator, it says "there is no attribute
"NAME", then 
i used "ID" tag but this time, rollover does not work...
(document version info :DTD HTML 4.0 Transitional)
Do ID and NAME have almost same function...???
