HTML Includes

For the next release of HTML, I'm sure this has been suggested already,
but since I'm too lazy to go through the list, here it is again...

Where as I can go:

<IMG SRC="http://glacid.com/cgi-bin/counter.pl" ALT="[Counter]">

It will insert a counter image that is generated by my script. Why not
have an HTML Include so CGI scripts can paste in code, hence an HTML
include. This would make web scripts easier, However protection will need
to be made browser side to keep pages from infinitly looping.
