Where can I get SGML parser? Help !!

I went to http://validator.w3.org/
then I wish to get the SGML parser via 
"James Clark's excellent SGML parser."

The URL http://www.jclark.com/ is not valiable.
Could you please tell me where can I get 
SGML parser?
