Subject: The TARGET attribute on <A> elements

This may seem like a HOW TO question, but I think it points out a possible
error or inadequacy in the HTML 4.0 definition.

How exactly is one supposed to specify TARGET="_parent" without violating
the HTML 4.0 strict DTD?  It does not make sense to me that this attribute
is deprecated, as it appears that there is no other way to do it.
