We're talking about the future.

Many browsers do not support EMBED and only one I know of supports 
BGSOUND (MSIE).  Come to think of it, will MSIE ue EMBED for sounds?

The latest of NS and MSIE, and some others, recognize OBJECT for sounds
but that is not universal either.

ACCS is being worked on for several reasons, and it makes some sense to
include the ability to do background sounds.
