Request change to HTML 4.0 DTD - Empty Table Cells

Would there be any real problem with changing the following element 
declaration:

<!ELEMENT (TH|TD) - O (%block)+ -- ... -->

to:

<!ELEMENT (TH|TD) - O (%block)* -- ... -->

To allow for empty table cells?
