I noticed the same thing and sent a comment to www-html-editor
about the issue.  Arnaud Le Hors wrote back and confirmed that
this was a mistake.

In general, when I see things that I think are typos, I just send
a message to www-html-editor@w3.org rather than to the whole
list, but perhaps the whole list would be interested in things
like this.
