What is the purpose of citing an external profile "where meta data properties
are defined " and simultaneously specify the same properties in META?

"Authors may cite an external profile where meta data properties are defined.
For example, a profile might define properties that help search engines index
documents, such as "author", "copyright", "keywords", etc."
