SHORRTAG: means short tags with ommitted delimiters, attribute
specifications or generic identifiers may be used.

One of the forms of minimization permitted by SHORTTAG is supported by
most user agents: <DL COMPACT> for example. That is attribute
specification minimization. Other minimizations are not typically
supported.
