<XMP>, <SAMP> etc. mark the logical structure of document,
<U> is just for decorating and higlighting purposes, and

<TT>, <B> and <I> - even if they're just marking layout -
are so commonly used, that they stay in draft. Also, it
might be a good idea to left some highlighting tools to
those browsers, which do not support style sheets.
