It's a change from 2.x to 3.x, and evidently exists across all platforms
(it's the same on my PowerMac). My workaround is to make Netscape itself
registered as the "helper app". Downside is that you wind up with *two*
copies of the file (one with a numerical suffix) as Netscape saves a temp
copy as well and then opens that, but at least it works...
