Plus the window and/or frames may or may not contain scrollbars...depending
upon both the amount of content, and the width and the height of
the window currently being used. 

OK, some people need a bit of expereince to get that one.

But, to me, the pixel size definition should be be dependent if are there or 
not. Scrolls should be placed within that given size.

(Just my 2 cents)
