"HTML" which is a family of languages, could be construed to be extensible,
but any particular HTML version: HTML 3.2, Netscape 2.0 HTML, HTML 2.0, ISO
HTML, HTML Pro, etc., is *not* extensible.

HTML 3.2 "worked" as soon as it was created and installed on a validator's
hard drive.
