use the expired HTML 3.0 draft? Or HTML Pro which covers everything?

Why not?
It's not adequately documented yet: it's intended for the more
seasoned user who already knows what the elements are for and where
they belong. Plus it has a load of cruft which really ought to go,
which I wanted to avoid but people asked for it for compatibility or
documentary evidence of use.
