In most cases "new" is relative to the reader.  To be meanful in this
sense, a server would have to track which readers had viewed each file
(similar to mail messages).  Alternatively, each client reader could
maintain and specify to the browser or server their own definition of
new e.g., since January 1, 1995 10:00am..
