IMG in HTML 3.0 draft

I noticed while running checks on some upgraded pages that the IMG tag
is not listed as a "body content" element in the HTML 3.0 DTD.  It is
allowed in the body in the earlier levels, and the 3.0 draft describes it
as a body element.  Is there a mistake?
