HTML 1,2,3 ?

 Hi,
 
 I remember there was some Messages form the WWW94
 concerning  rename HTML to HTML 1.0,
 HTML+ to HTML 3.0 and to fix the current Standard of Mosaic in HTML 2.0.
 I saw some people use this nomenclature already. I want to use the new
 vocabular in a publication,  
 but when I tried to verify this, I didn't found the slightest hint in
 the WWW94 Pages. Is it true ? :-(
