Hi,
  This may be of interest to you: The Open Group has a set of test 
assertions
for XHTML Basic (and also a profile of CSS, based on WAP CSS).
This material may be useful to you in the development of tests for these
specs.
If so, please let me know and we can contribute this material to your 
test
program.

Here's a sample assertion:
ID: xbasic/conformance/useragent/attrs/7
Class: A
Text:
When an attribute value is enclosed in single quotation marks (') and 
the
value contains double-quotation marks ("), the user agent will consider 
it as
well-formed. [HTML 4.01 Specification section h-3.2.2]

Note:
Assertion traceability is as follows:
  XHTML Basic 2.2 ->
  Modularisation of XHTML section 3.2 ->
  HTML4.01 section 3.2.2

The coverage for XHTML Basic is complete. The CSS assertions are not 
100%
