FAQ XHTML 1.0, and XHTML 1.1 and target?

Then you use XHTML 1.0 strict and XHTML 1.1 there are no target attribute,
are the a other way to open extern web-pages so it open in another tab or
window whiteout to use script,  or are XHTML 1.0 transitional the only way
to go?  Will there a type, target attribute in HTML 5 that have similar
function as in XHTML 1.0 transitional?
