[xhtml2] xml:lang and title, alt, content attributes

Hi,
This is a QA Review comment for "XHTML 2.0"

There is an issue about xml:lang which has no real published answer

 "<p xml:lang="en">I'm living in   
 <em xml:lang="ja">東京</em></p>"

Let's say the author want to add more information.

 "<p xml:lang="en">I'm living in   
 <em xml:lang="ja" title="Tokyo, city of Japan">東京</em></p>"

Is this correct? what is the scope of xml:lang="" only the content of elements, or the attributes of this element too. There might be a need of synchronization with I18N activity.
