[html401] "classid" versus "data"

In <http://www.w3.org/TR/html401/struct/objects.html#h-13.3> it is unclear  
what should happen when both the "classid" and "data" attribute are set on  
the <object> element. It seems that the intention is that the resource  
pointed to by "classid" is instantiated first, but this is never  
explicitly said. Please change the specification so it becomes  
implementable.
