[html401] <script> element

it is unclear how UAs are supposed to to obtain the scripting language  
 from the contents of the <script> element. Please change the specification  
so that is clear how exactly UAs can obtain this information from the  
contents of the element. It would be highly appreciated if the WG would  
take dynamic changes to the element into account.
