[html401] language codes

Could the reference in  
<http://www.w3.org/TR/1999/REC-html401-19991224/struct/dirlang.html#h-8.1.1>  
please be updated to point to RFC 3066 or its successor. I think an  
erratum is in place here given that also that specifications that build on  
HTML 4.01 contain this "error".
