[html401] "start" and "value"

Given that XHTML 2.0 allows "value"

and there have been a lot of people pointing out that deprecating these  
attributes  
<http://www.w3.org/TR/1999/REC-html401-19991224/struct/lists.html#h-10.2>  
was a mistake the HTML WG should issue an errata to HTML 4.01 that makes  
them valid for the Strict DTD. This also means that XHTML 1.0 has to be  
updated to reflect this.
