XHTML specification: Navigation Lists

I suggest a revision in the XHTML specification for Navigation Lists:

Replace "<label>" with "<lh>" in the syntax for Navigation Lists, to be 
consistent with the syntax for Ordered and Unordered Lists.

This make sense, considering that a Navigation List is a special type of 
Unordered List.
