Re: nesting colgroup and rowgroups (PR#7881)

Yes - tbody, thead, and tfoot are implicit row groups - and are 
discussed as such in HTML 4.  However, there is no way to explicitly 
create arbitrary rowgroup collections other than these, which have 
fairly hard-coded semantics.  At least, I think they do.
