error in version 1.1

hello,

i noticed taht when i use this docype:

<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.1//EN""http://www.w3.org/TR/xhtml11/DTD/xhtml11.dtd">

i can not use asp in css files

for example if i have a web page with an eternal css file,
this file can not be named [name].asp or the style will not effects the page.

Can you tell me why?
