Dear HTML WG,

It would make more sense to allow the 'xml:base' attribute on any element  
as more elements have linking capabilities. I propose to make it a generic  
attribute. If this is not possible, please specify what should happen when  
'xml:base' is encountered on an element it must not be applied to.
