Misguided B.3.* section numbering in HTML spec

Hi HTML spec editor(s),

Appendix B:
http://www.w3.org/TR/html4/appendix/notes.html#sgmlfeatures

I was looking at B.3.3 and suppose that the sections following it, as
B.3.4 through B.3.7, should be sub-sections of it rather than its
siblings: they're the individual SGML features that shouldn't be relied
on.
