[XHTML 2] Content attribute on all elements

Dear HTML Working Group,

The 
http://www.w3.org/TR/xhtml2/mod-metaAttributes.html#s_metaAttributesmodule 
states that if the content attribute is not specified then the metadata for 
an element is its content.  Please change this so the content attribute only 
applies to the meta element, or that in its absence the content of the 
element is not metadata about it.
