[XHTML 2] 20.1 usemap attribute

Dear HTML Working Group,

Where the usemap is in an external uri, what happens if the remote URI 
fails?

Please clarify the specification such that the image is not rendered unless 
the remote URI is successful, so as to ensure the user is able to access the 
fallback contents in that situation.
