are XHTML semantics taken from HTML4?

The XHTML 1.0 spec doesn't go thru the gory details
of saying what title, p, ul mean. I assume the meanings
correspond to what the XHTML 4 spec says. But I can't
find text in the XHTML spec that says that. Can you
help me find it?

I'm particularly surprised to see that the entire
references section is informative. Isn't the reference
to XML 1.0 normative?

"E. References This appendix is informative."
