The XHTML-Print spec should say that CSS support is required not that CSS "should be supported" and that the CSS Print Profile conformance levels should match the XHTML-print levels. i.e. a printer that implements the enhanced layout of XHTML-Print must also implement the enhanced layout of CSS.
