The strong element in XHTML 2.0 WD 2004-07-22

Hello,

section 9.11. (“The strong element”) of the working draft says:
“The strong element indicates higher importance for its contents.”

This wording needs to be clarified: higher importance *than what*? Than 
the surrounding text? Than the importance which would be indicated by 
using the em element instead?

I suggest to change this sentence to:
“The strong element indicates higher importance for its contents than 
the em element [does].”
