Cr-xhtml-print: value attribute of option element no needed

The CR version of xhtml-print [1] indicates that the value attribute of the
option element must be supported by a conforming printer.  I disagree since
the value attribute is only used when submitting the form and the printer
will not submit a form.  Therefore, this attribute is a "may" and can be
ignored by a conforming printer.
