4.01 errors(?): title content and style attribute

Is there an errata list somewhere?  The mailing list archive is 
(obviously) replete with spam, and difficult to browse.

Anyway, a couple of points of confusion that may be errors:

<!ELEMENT TITLE - - (#PCDATA) -(%head.misc;) -- document title -->

Perhaps I misunderstand the purpose of the -(%head.misc;), but isn't 
that intended to define exclusions?  What's the point of excluding 
these from a text-only element?

Also, the <style> tag can include a "title" attribute. What is the 
point?
