Re: Guidelines on DTD declaration

Hi,

   Follow up with this issue.
When trying to open this file http://www.w3.org/TR/html4/loose.dtd in
xmlspy, 
I get error saying  "File not well formed '>' expected " 
and in IE "<!ENTITY % HTML.Version "-//W3C//DTD HTML 4.01
Transitional//EN" ".
 
Does the issue has relation to these errors?
